A State FSSAI License is for food businesses with annual turnover between ₹12 Lakhs and ₹20 Crores. A Central FSSAI License is mandatory for businesses with turnover exceeding ₹20 Crores, importers, e-commerce food platforms, or operators with multi-state presence.
FoSCoS (Food Safety Compliance System) is FSSAI's centralized online portal for all licensing, registrations, modifications, annual return filings (Form D-1/D-2), and compliance monitoring. All FSSAI applications must be submitted through FoSCoS.
FSSAI licensees must file annual returns in Form D-1 (manufacturers) or Form D-2 (importers) by 31st May each year. The return details products manufactured/imported, quantity, and turnover. Non-filing attracts penalties and can affect license renewal.
